Assuming your toon is level 80:
Get Rawr @ http://rawr.codeplex.com
Import your character.
ensure that all the buffs you normally want are enabled, and your talent spec is correct,
Optimize
then go to Relative Stat Values -> Export Pawn string to clipboard.
Paste into Pawn import area. |

i use rawr 2.3.6
an nothing under File, Tools, Help .. RMB ... |

On the right half of the Rawr window are a set of drop downs. The one that starts w/ "Gear > Head" if you click on the gear button, towards the bottom of the list will be "Relative Stat Values" or something like that.
Then on the far right side, there will be an "export" button. Click on that and one of the options should be Pawn to Clipboard or something like that. |
