Here is the scale I've found most useful for balance spec. Keep in mind spirit and mp5 is huge for moonkin performance:

( Pawn: v1: "Druid: Balance": Intellect=1.1, SpellCritRating=0.23, ArcaneSpellDamage=0.428, Mana=0.02, ResilienceRating=1, ShadowResist=0.5, SpellHitRating=0.23, Spirit=1.1, IsThrown=-9999, NatureSpellDamage=0.428, IsBow=-9999, MetaSocket=10, AllResist=0.6, Hp5=0.55, SpellPower=0.814, Mp5=3.975, IsWand=-9999, SpellDamage=0.814, CritRating=0.23, HasteRating=0.23, Armor=0.08, IsGun=-9999, RedSocket=7.5, SpellPenetration=0.23, IsSword=-9999, Stamina=0.075, IsPolearm=-9999, IsCrossbow=-9999, HitRating=0.23, BlueSocket=5, FireResist=0.5, YellowSocket=5, IsAxe=-9999, DefenseRating=0.08 )

Any comments and criticisms are welcome

It's worth noting that in my personal version I hacked the lua file so that the armor types are included in my scales, and assigned a negative value to shield, plate, and mail. That way you can't get distracted by high values on a great plate helm, for example. But since I'm the only one in the world with that version of Pawn (tee hee) I edited those out of my scales pasted here.

Also, my scales are purposefully balanced so that at level 50, an extremely well geared player will have a total value of roughly 500. Naturally the scale won't be linear and by level 60 it'll be 700-800, but it's a basis for comparison nonetheless.

Not sure how you folks decide on the value of every stat. But a fair basline for boomkin is as follows:
Spell Hit (until capped at 16%) = 1.2
Spell Damage = 1
Spell Crit (900-1000 damage) = 0.6
Spell Crit (1000-1200 damage) = 0.7
Spell Crit (1200+) = 0.8

As for stamina and armor and resiliance..if you're PvE its not an issue at all.

Intel does gain value for a boomkin with 3/3 Lunar Guidance so Intel should have more weight than stam or spirit...but not certain how much really.

Spirit is also important for 2 reasons, obviously the mana regen, but many boomkin in raids find themselves with the improved spirit buff, which adds 25% of total spirit to damage and healing.
