Check out the "sample scales" document that comes with Pawn -- you'll find it in World of Warcraft\Interface\AddOns\Pawn. I've got a scale based on that Enhancement thread on EJ in the document that you can just copy and paste using the Import button (and then tweak if you like).

You can manually create it in Pawn by starting with an empty scale (the "New empty") button, and then finding each of those stats in the list and typing the appropriate value. For example, find strength, type 1.38, then click agility, type .88, find attack power, type .62, et cetera.

Just a note that I have used the sample scale based on the Elitist Jerks Enhancement Shaman Theorycraft included with the Pawn addon. I believe there is a slight error in the sample scales in that it includes weights for main hand and one hand, etc. I'm certain this is irrelevant and I have deleted them in my use of the scale. (Using the stat weights for main hand and one hand make main hand weapons seem twice as good as one hand weapons.) Here is the edited version of the T4 scale with those stat weights removed and one edit to match it with the latest theorycraft. Hopefully it will becomes useful to other people using this excellent addon.

Code:
( Pawn: v1: "Enhancement Points": ArmorPenetration=0.22, RedSocket=16, HasteRating=1.28, CritRating=1.97, HitRating=1.34, Strength=2, MetaSocket=20.88, Stamina=.2, Agility=1.74, ExpertiseRating=3, BlueSocket=8, YellowSocket=15.88, Ap=1 )

I have to say that I LOVE THIS ADDON! That said....

I'm having a problem with the Main-hand, one-hand, and off-hand tags. For now I have deleted them as they are of no help. Is there anyway for Pawn to check what weapon is in the main hand or off hand slot, then determine how many EP the weapon's dps is worth?

Thanks for a this great tool! /hug

Can you give an example of what you mean? There are stats like Main Hand DPS that might be what you're looking for. They're all at the bottom because they're not super-useful to most people.
